No, the galaxy s21 does not have a 3.5mm headphone jack and I think the ship has sailed on that. They are making so much money with the wireless earbuds and it will be a bad business move to have a flagship with a headphone jack going forward.
In my opinion, even if they do decide to bring back the headphone jack, most people that can afford the flagships will still have no problem going for the galaxy earbuds.
